Stochastic Arable-Nitrogen Abatement from Heterogeneous Sources Cost-E ective Coastal Nitrogen Abatement

چکیده

The implications of the propagation of uncertainty for the e ciency of stochastic water pollution control were analyzed. The empirical analysis focused on nitrogen pollution of the Baltic Sea from Swedish crop farms. A two moment model (mean and variance) of the distribution of coastal load was developed and integrated with an economic model of arable land-use choice. It was shown that uncertainty propagates through the system if arable emissions and retention are negatively correlated, and riverine loads (emissions less retention) positively correlated. Under these conditions a precision requirement increases the e ciency of abatement in catchments with relatively high load variability ceteris paribus. Relative abatement increased signi cantly with the precision requirement in high retention regions because these regions had a relatively large impact on the variability of coastal load. Thus if the Baltic damage function is convex then increasing abatement in high retention regions should increase overall economic e ciency.

The cost-e ciency of Swedish Arable-Nitrogen Abatement Policy

The purpose of this article was to study the economics of Sweden's scheme of 'multiple' arable nitrogen abatement instruments. A large-scale, spatially distributed mathematical programming model that linked changes in agricultural production practices to coastal nitrogen load was developed. Actual abatement policy induced 21% abatement. A rst-best solution to 21% abatement required increased co...

Using the soil and water assessment tool to estimate dissolved inorganic nitrogen water pollution abatement cost functions in central portugal.

Coastal aquatic ecosystems are increasingly affected by diffuse source nutrient water pollution from agricultural activities in coastal catchments, even though these ecosystems are important from a social, environmental and economic perspective. To warrant sustainable economic development of coastal regions, we need to balance marginal costs from coastal catchment water pollution abatement and ...

Sacred Cars? Cost-E¤ective Regulation of Stationary and Non-stationary Pollution Sources

For political and practical reasons, environmental regulations sometimes treat point source polluters, such as power plants, di¤erently from mobile source polluters, such as vehicles. This paper measures the extent of this regulatory asymmetry in the case of nitrogen oxides (NOx), the criteria air pollutant that has proven to be the most recalcitrant in the United States. Combating eutrophication in coastal areas at risk for oil spills

In this study we evaluate the profitability of nutrient abatement measures in eutrophied coastal areas exposed to a risk of frequent oil spills. The case studied is the Gulf of Finland, which forms part of the Baltic Sea. We present a dynamic model that integrates land loads of nitrogen and phosphorus, cost of nutrient abatement measures in agriculture, nutrient dynamics in the sea basins adjoi...

Cost-effective abatement of stochastic metal loading to water recipients

Relevant implementation of the EU Water Framework Directive with regard to mine water pollution of downstream water bodies requires pressure-impact assessment and catchment-scale economic optimisation of abatement measures. However, pressure-impact assessment is bound to be uncertain. This is because mine water pollution is often an unknown combination of pollution loads, from both known mine w...
